[logback-user] Telnet-Appender

An stubbed appender named "TelnetAppender" was added in 0.9.8
<https://github.com/qos-ch/logback/commit/c291b38db52132bdf822cd9f0473365759f45f38>
and subsequently removed in 0.9.19
<https://github.com/qos-ch/logback/commit/fc91f4117cfaacbd6deac9fb319a6abe07b45115>
(never having been fully implemented).

There are no plans to revive that effort, but this could be added to
logback-extensions <https://github.com/qos-ch/logback-extensions> (via a
pull request :-) ), especially since it shouldn't be too difficult to port
a log4j appender to logback.
