Update:

I removed META-INF/services/org.apache.commons.logging.LogFactory
from jcl104-over-slf4j.jar, and then the problem disappeared.
SLF4FLogFactory.release() is not called in this situation.

Unfortunately this conflicts with the Axis service discovery
problem reported earlier...
