[logback-dev] Migrated to JIRA

[Ceki Gulcu]

The logback project now relies on to JIRA instead of Bugzilla as its
bug tracking system. Previous bug reports as well existing users in
Bugzilla have been migrated to JIRA.

Thus, from now on, please use JIRA to create or edit bug reports.
