[logback-dev] Release of logback v0.9.21

Hello all,

I am happy to announce the immediate availability of logback version
0.9.21. In addition to bug fixes and alignment with SLF4J 1.6.0, this
version introduces GEventEvaluator which can process boolean
expressions written in Groovy.
