[logback-dev] version 99

Hello all,

http://version99.qos.ch/ has become available just a few moments ago. 
It's a Maven repo serving empty jar files for commons-logging and log4j.

the rationale.

The repo has not been tested! Tests and proper documentation will follow 
after my return from vacations.
