In logback1.1.6, I have customized a kafka appender. When the root level is set to ERROR in logback.xml, it will throw an exception(such as org.apache.kafka.common.errors.TimeoutException: Failed to update metadata after 60000 ms). But when set the root level to INFO or lower, it will be ok.

I think this is a bug in logback, and the affected version is from 1.1.6 to 1.2.3.
