[logback-user] Timeout may frequently occurred on logback.qos.ch [IPv6]

Hello Takuma,

There is a problem with our router whereby it fails to keep its IPv6 
configurations. The issue has been fixed now. Moreover, we put online an 
additional server with a fixed IPv6 address. At this time all instances 
of logback.qos.ch servers are configured with IPv6.

I can't guarantee that our router will not fail again. However, the IPv6 
situation should be better now.
