[slf4j-dev] 1.3 release?

The dependency in slf4j-jcl is one point.
The other one is jcl104-over-slf4j
org.apache.commons.logging.LogFactory (slightly modified for slf4j purposes)
org.apache.commons.logging.LogConfigurationException
org.apache.commons.logging.Log

The LogFactory has definitely improvements, i.E. a diagnostic function.
For the other two classes - even if in the original JCL sources has just 
JavaDoc been modified an update is worthy.
