Dave,

I see better now. There is probably a copy of commons-logging.jar somewhere in 
Tomcat's class loader hierarchy. Anyway, as the messages indicates the problem 
merits a mere warning without further consequences.

If the warning message is too irksome, I suggest that you file a bug report or 
reopen bug #22.
