I have been on one Expert Group (78), and the process for that one was
basically as follows;
1. Project Lead submitted proposals.
2. EG discussed, tested and suggested changes to each proposal.
3. 1-2 was repeated many iterations over ~5-6months.
4. EG held a vote.
5. It didn't pass.
6. Project Lead pleaded to several No-voters.
7. Re-vote.
8. Specification passed EG.
9. Spec published for public review. (or was this before the EG vote?)
10. No feedback received.
11. Spec submitted to Executive Committee for vote.
12. The EC voted No.
whether that has any relevance to this thread or not.... but since it came up.
