   * tag name : "ChannelServerSocket_١٠٠" (in Arabic, the length is 23)

Description:
  With the tag name "ChannelServerSocket_١٠٠", IllegalArgumentException is thrown.
  
  I think JNI uses UTF-8 string to count length.
